Staff described a proposed $14.5 million expansion (approximately $9 million in building/structure improvements and $5.5 million in business personal property) that staff said would support about 50 new jobs, with salaries reported in the presentation ranging roughly from $45,000 to $65,000. Staff presented an incentive proposal of a 60% rebate on new ad valorem value for 10 years plus a $25,000 expansion grant, for a combined incentive package that staff summarized as not to exceed $577,944.
Parker and staff emphasized the company’s role in the aerospace supply chain and its history of prior expansions (board materials note a prior incentive in 2012 that expired in 2022). Board members praised the company’s local workforce support and community contributions, including scholarship and training programs mentioned during comment by a board member.
Board members suggested staff present both a full blended return that assumes all incentives are realized and an alternative return that shows the city’s position if one incentive component is not claimed, to give council a clearer view of risk. The board then voted by voice to recommend the incentive package to City Council for individual consideration in June.
