The Morrow County Board of Commissioners convened an executive session under ORS 192.660(2)(h) to consult with counsel concerning the legal rights and duties of the public body with regard to current litigation or litigation likely to be filed.
The chair announced representatives of the news media and staff were permitted to attend and directed the public to leave the room. The commission recorded that “no decision may be made in executive session.” After the closed deliberations, the board returned to open session and stated that no action would be taken as a result of the executive session.
The chair noted that, if necessary, potential decisions or actions resulting from the executive session would be brought back to open session for formal consideration and any required vote.
