County to add town halls for strategic plan; final report still expected later this year

County staff told commissioners that stakeholder and town-hall meetings for the strategic plan produced useful input but had uneven attendance, and staff recommended one more round of town halls earlier in the week to boost participation.
The county reported stakeholder sessions and a town hall produced feedback calling for unity and “a lot of healing.” Staff said the design team suggested holding additional town halls on proposed dates of June 10 in Boardman and June 11 in Heppner (a Tuesday–Wednesday pairing) to reach more residents. The county expects the final strategic-plan report to be available for adoption in the August–September timeframe.
A motion to approve additional town halls and to adjust the plan schedule was moved, seconded and carried. Staff will keep the survey open longer, distribute paper copies through senior centers and send a county flyer with a QR code to encourage responses.
Commissioners and staff noted logistical reasons for scheduling on midweek dates to avoid conflicts with other standing meetings and to increase turnout.
