Committee hears bill to convey 0.29-acre Windsor Township parcel to neighboring business

The House Appropriations Committee heard testimony on House Bill 4023, sponsored by Representative Whitmer, which would authorize conveyance of a 0.29-acre parcel in Windsor Township, Eaton County, to a neighboring business that has built over state-owned land.
Josie Bundy, legislative director for Representative Angela Whitmer, told the committee the neighboring business “unknowingly built onto this 0.29 acre of land,” and that DTMB has declared the parcel surplus and currently governs the site under a rental agreement. The legislation would allow DTMB to convey the parcel to the business at fair market value and avoid requiring the business to remove existing structures.
Neil D’Souza of DTMB explained the appraisal approach: the department generally obtains an outside appraisal after legislation is enacted to determine fair market value and conducts the standard real estate process. He said the department does not expect a high appraisal value for the uniquely shaped, small strip of land and confirmed that DTMB conducts outside appraisals rather than relying solely on internal valuations.
Committee members asked whether the parcel had been split from state land and whether surveys had been completed; DTMB confirmed a portion had been split and that the appraisal occurs after legislation is passed. No formal committee vote on House Bill 4023 occurred during the hearing; testimony and questions were the recorded activity.
