Davis County commission approves contracts, tax-sale procedures and shooting-range fees; controller details delinquent-tax sale

The Davis County Commission on May 13 approved a slate of agreements, amendments and administrative items affecting elections, county facilities, the sheriff's office and tax administration, and heard an update on the county's delinquent-property tax sale.

Runbeck Election Services: The commission approved an agreement with Runbeck Election Services LLC to print and mail ballots. County staff said Runbeck was selected through the required RFP process and that the contract begins on final signature and runs through Dec. 31, 2025, with an option to renew annually for up to seven years. A commissioner asked whether any Utah vendors responded; staff said none in-state met the county's volume needs.

Children's Justice Center award condition: Anna Chavez, representing the Children's Justice Center, briefed commissioners on approval of a new award condition to contract no. 2024-0661 with the Utah Office for Victims of Crime to continue program activities. The clerk later clarified a typographical error in the agenda: the referenced contract term is July 1, 2024, through June 30, 2025.

Special warranty deed acceptance: Tony Thompson, Davis County property manager, explained a new public-entity affidavit created under a law effective May 7 that the county will use to accept a special warranty deed for county property at 22 East State (tax ID 120010206) after closing. The affidavit complies with the new law and will permit exempt tax status for the property once recorded.

Delinquent-property tax sale: Controller Curtis Koch detailed the annual delinquent-property tax sale scheduled for May 14 at 10 a.m. in the Commission Chambers. He said the county started the year with 28 homes, 30 parcels of land and six commercial properties listed for sale; as of the morning of May 13 there were no homes and no commercial properties remaining on the sale and 12 parcels of land remained. Koch reiterated that the county conducts a multi-year process for delinquent taxes (noting a five-year window before sale) and that the sale is a buyer-beware auction in which parcels are sold whole. If a parcel receives no bid, the property can be struck to the county.

Facilities amendment: Facilities Director Lane Rose presented an amendment to contract no. 20204779 with Marathon Maintenance to add fractured rock to a retention pond at the health department fleet parking area. The payable amendment is $16,362; the controller's office noted the funds exceeded the current budget and that a budget amendment had been processed.

Sheriff's office agreements and shooting-range fees: Chief Deputy Taylor West presented several sheriff's-office items. The commission approved an agreement with Advanced Computer Technologies (doing business as ACT Innovations in transcript text) for urinalysis monitoring and drug-court management licenses (payable $34,500, term 05/01/2025'0/30/2028 in transcript). The commission ratified agreements with a lab vendor listed in the transcript as "Larry San Diego Inc dba immunanalysis" for drug-testing supplies (variable payment) and with "Alaris San Diego, Inc DBA immunanalysis" for AU480 equipment and maintenance (payable $84,544, term 04/18/2025—0/18/2028 in transcript). The commission also approved a new award condition to contract no. 20230797 with the Utah Office for Victims of Crime (VOCA) and adopted Ordinance 2025-003, amending Davis County Code (transcript citation 2.48.017) to set fees for the Davis County Shooting Range; the ordinance becomes effective 15 days after publication.

Auditor adjustments and veteran abatements: The controller presented assessor corrections and recommended abatements, including five veteran exemption abatements for 2024; commissioners approved the abatements and the property tax register for May 13, 2025.

All listed business and consent items discussed at the meeting were approved by voice vote after motions recorded in the transcript as "I make a motion" and "Second," followed by "All in favor. Aye." The commission recessed briefly for the Board of Equalization and later reconvened to complete the agenda. Public comments at the start of the meeting included two residents who thanked commissioners for holding evening meetings to increase transparency.
