Davis County to negotiate feasibility study for Justice Complex with EDA Architectural

The Davis County Commission on May 13 approved a notice of intent to begin contract negotiations with EDA Architectural to conduct a feasibility study of the Davis County Justice Complex.
Commissioner Loreen Kamalu, who pulled the item from the consent agenda for discussion, said the study will review “the entire site for long term use and most efficient use of the property” while the Administrative Office of the Courts continues to seek legislative funding for a new courthouse. The commission approved moving forward with negotiations; the county will return with a contract recommendation or move to the next proposer if negotiations do not produce an acceptable agreement.
The feasibility study was funded during the county’s most recent budget session, Kamalu said. She described the study as a way to plan the use of county-owned land around the Justice Complex and to position the county to respond if and when state funding for a new courthouse becomes available. County staff said the notice of intent is based on proposals received through the county RFP process.
No dollar amount for the study or a contract award was presented at the meeting; commissioners were told the next step is to negotiate terms with EDA Architectural and return with a formal contract for approval. The commission approved the notice of intent by voice vote after a motion by Commissioner Loreen Kamalu and a second; the transcript records the outcome as “All in favor. Aye.”
Because the Administrative Office of the Courts has identified a replacement courthouse as a top initiative but the Legislature has not yet provided construction funding, county officials said the feasibility study is intended to guide efficient, long-range planning for county-owned parcels on and around the existing Justice Complex. The county will report back to the commission when negotiations conclude and a contract is ready for approval.
Speakers who addressed this item in the meeting included Commissioner Loreen Kamalu and Controller Curtis Koch, who participated earlier in related budget and contracting discussions. The commission moved item 14 out of consent at Kamalu’s request before voting to approve negotiations.
The commission adjourned the item after approval and will publish any subsequent contract recommendation for a future meeting agenda.
