The Royce City Planning Commission voted 7-0 on May 13 to recommend City Council approve a change to the general plan future land use map and a zoning map amendment for property at approximately 2349 West 6000 South, sending the item to the council for final action.
The recommendation would change the future land use designation from single‑family residential to multifamily residential and rezone the parcel currently zoned R E 20. Staff told the commission that the commission’s recent amendment would allow an R‑4 designation (18 units per acre) and, if that amendment does not clear council, the Station South (SS) zone would apply.
Taylor Anderson, the applicant and a representative of Cole West, described the proposal as an R‑4 project and said the concept calls for 62 units on roughly 3.82 acres. Anderson said the units would be three‑story townhomes about 1,400–1,500 square feet and that the applicant’s “goal is to keep them under $400,000.”
Neighbors spoke during the public hearing. Kevin Duplessie, who lives west of the site, said he moved to Roy because he could “buy a house with a yard” and said he preferred single‑family homes for that parcel. Another member of the public, Kevin Homer, said he was not an adjacent neighbor but supported the proposal, calling the site a logical fit given the tight parcel size.
Staff presentation noted the parcel borders the railroad, that Sunset has nearby townhome and multifamily development, and that under the current map the site is single‑family and zoned R E 20. The staff report recommended approval of the future land use map change and rezoning to R‑4 (as amended) or, if the amendment is not approved, to the Station South zone. Staff also said detailed issues such as access and fire department requirements would be addressed during the site‑plan review stage.
Commission discussion emphasized housing diversity and housing affordability as reasons the commission could not limit the city to single‑family lot patterns. A motion was made to recommend the general plan change; roll call recorded seven affirmative votes (Bailey, Hobert, Collins, Cowley, Brand, Bills, Tanner). A separate motion to recommend rezoning to R‑4 as amended likewise passed 7‑0.
The commission’s recommendation will be transmitted to City Council for final decision; no council action was taken at the May 13 meeting.
