Council Member Leslie Rule and others urged a concentrated workshop to complete the item. Public commenters urged the council to prioritize wildfire hardening, arts and culture funding, housing supports, transportation resilience and expanded animal services. Several speakers specifically requested that the council consider using Measure C funds (a local wildfire/climate measure) to target home-hardening grants for vulnerable households.
Council members discussed scheduling and process: onboarding of newly appointed commissioners (parks and recreation) was raised as context for public-engagement timing, and staff said any tactics that require council action will be presented with cost information for policy decisions. The council asked staff to prepare status reporting and recommended quarterly updates once the work plan is finalized.
