Goudreau said the town’s previous CDBG awards included a $189,000 critical home repair program that has repaired 11 homes (roofing, accessibility, subfloor, HVAC) and support for the local housing authority to reline water and sewer in public housing units (12 units served so far; number may increase because vendor came in under bid).
Goudreau said the draft annual action plan estimates a fiscal‑year allocation of about $230,000 (HUD has not provided a final number) and described four funding categories: facility and infrastructure improvements, housing activities, public services (limited to 15% of annual funds), and an administration category (up to 20% of funds). She said the town issued a notice of funding availability on April 12, closed the application cycle May 9, and has not received public comments on the draft during the 30‑day comment period.
Goudreau outlined the public‑hearing schedule: May 19 for CDBG program updates (this hearing), June 16 for annual action plan adoption and potential award funding, and Aug. 4 for the Consolidated Annual Performance and Evaluation Report (CAPER). Commissioners asked how CDBG funds could be used beyond housing. Goudreau said funds can support infrastructure or public services that meet the HUD low‑ and moderate‑income (LMI) benefit tests; public services are capped at 15% of total funding and administration at 20%.
Commissioner DeWeese proposed convening a citizen‑developer working group to create a guidebook and strategic approach to combine multiple attainable‑housing funding sources (including CDBG) into a coordinated strategy rather than considering each funding source individually. Commissioners agreed the idea had merit and discussed past obstacles in aligning government programs to produce attainable housing.
No formal funding decisions were made at the hearing; staff will review applications and bring potential awards to the June 16 meeting for board action.
