Commission reviews FY25–26 streets capital program; staff flags possible funding increases after bond passage

The Transportation Commission received a briefing on the town’s streets capital improvement program for fiscal year 2025–26 and related street-reconstruction projects.
Matt (Public Works/Transportation staff) reviewed the CIP list, noting projects that will continue or begin next year, including Lakeside capacity improvements, Aberdeen Drive Phase 2 (developer-built sections nearing opening), Timber Creek panel replacements, and the US 377 aesthetic/rock-cladding items tied to TxDOT work. Matt said several street-reconstruction items remain on the program and that some projects are candidates for capital funding requests rather than annual sidewalk allocations.
Commissioners and staff also discussed the recent bond election referenced earlier in the meeting: Thomas reported the streets bond passed with roughly a 72% approval rate, which staff said may allow the town to re-evaluate FY25–26 capital priorities and funding amounts. Several commissioners asked staff to consider requesting an increase in the annual sidewalk allocation (often $150,000) because construction costs have risen. Manny Palacios noted that annual-contract prices are fixed for the near term but that higher-cost CIP projects reflect market increases and that staff would bring updated cost estimates before asking council for adjustments.
Staff also described a planned street-assessment study (every five years) that will evaluate all town streets and help prioritize reconstruction projects. Matt said staff will return with updated cost estimates and recommended changes to the FY25–26 CIP as the budget process progresses.
