Council awards $1.9M contract to replace asbestos-cement water lines

The Highland Village City Council on May 13 awarded a $1.9 million contract to Dickerson Construction Company to replace asbestos-cement (AC) water lines on streets identified for Phase 3 of street reconstruction.
City staff said Texas Commission on Environmental Quality requires water systems to replace AC lines as part of routine maintenance programs. The project was designed following an engineering task order the council approved in February; the work is scheduled to be done prior to the street reconstruction to avoid redoing newly paved streets. Bids opened May 6 and the city received seven bids; Dickerson Construction submitted the low, responsible bid of $1,900,000.
City staff said Dickerson has performed similar projects for the city in the past and that the bid is within the approved budget. The contract includes an estimated 180-day construction schedule. The council approved Resolution 2025-3186, awarding the contract; the vote was unanimous.

Ending Public Works staff will coordinate the water-line replacement schedule with the city's street reconstruction contractor and report progress to council.
