Davis County Commission approves contracts, ordinances and abatements in May 13 session

The Davis County Commission on May 13 approved a series of business and action items including contract amendments, vendor agreements, grant award-condition updates, an ordinance establishing shooting-range fees, and auditor-recommended property tax abatements. The commission also approved a notice of intent to negotiate a feasibility study contract for the Justice Complex (see separate article).

Items approved at the meeting included:

- Approval of a new award condition to contract number 2020Four-six61 with the Utah Office for Victims of Crime to continue program activities for the Children's Justice Center. Commissioners discussed a typographical error in the contract term and the clerk later clarified the original contract term is July 1, 2024, through June 30, 2025. Motion to approve was made and the item passed.

- Approval of an agreement with Runbeck Election Services LLC for ballot printing and mailing services. The vendor was selected through an RFP; the contract begins on final signature and extends through Dec. 30 of the current year with an option to renew annually for up to seven years.

- Approval of a public-entity affidavit to accept a special warranty deed conveying property at 22 East State (22 East and 200 South) in Clearfield (Tax ID 120010206) pursuant to a new law that took effect May 7. Staff indicated they expect to receive the special warranty deed after closing and will record it with the county recorder.

- Approval of an amendment to contract 2024779 with Marathon Maintenance for crushed rock at a new retention pond at the health department fleet parking area; payable amount $16,362; contract term listed April 20, 2025, to July 31, 2025. The controller noted the purchase exceeded current budget lines but the health director said the budget had been amended.

- Sheriff's office approvals: a payable agreement with Advanced Computer Technologies (ACT Innovations) for Paracelsis urinalysis monitoring for drug court and inmate programs ($34,500; term 05/01/2025 to 04/30/2028); ratification of agreements with Lehi San Diego Inc. d/b/a Immunanalysis for drug testing supplies (term 04/11/2025 to 04/11/2028) and with Alaris San Diego Inc. d/b/a ImmunoAnalysis for AU480 equipment and maintenance (payable $84,544; 04/18/2025 to 04/18/2028); and a new award condition to contract 20230797 with the Utah Office for Victims of Crime (VOCA) with no financial change and an end date noted as June 30, 2025.

- Approval of Ordinance 2025-003, enacting sections (2.48.017 as listed in the agenda) of the Davis County Code to set fees for the Davis County Shooting Range. The ordinance becomes effective 15 days after adoption and publication; fee schedule varies by category and was provided to commissioners.

- Approval of auditor adjustments, assessor corrections and a set of veteran exemptions and abatements as listed in the county's property tax register for May 13, 2025. The controller noted outreach efforts to veterans regarding eligibility for exemptions.

Several consent agenda items also were approved by motion during the meeting.

When a commissioner pulled item 14 out of consent for discussion, the commission approved the separate notice of intent to negotiate with EDA Architectural for the Justice Complex feasibility study (see separate article).

All listed motions described above were approved by the commission during the May 13 meeting.
