City staff requested council approval of a revocable grading permit to allow a rock crusher to operate for grading in Northview Estates Phase 10. Staff reported the phase 10 site lies uphill from the previously permitted phase 9 operation and that staff and residents had not reported major ongoing issues with the crusher under the earlier permit.
The motion to approve the new revocable grading permit was moved and seconded; council approved the permit unanimously on roll call. Staff noted the permit includes the same machine, timeframe and operating constraints as the prior permit, and that residents who attended the earlier phase‑9 meeting had expressed concerns that were subsequently addressed.
With the vote, staff may proceed with issuance of the permit and will continue to monitor compliance and neighborhood impacts.
