Placerville council approves $988,000 in appropriations and $712,990 construction contract for Thompson Way, Sherman Street repairs

The Placerville City Council on May 13 approved budget appropriations of $700,000 for the Thompson Way repaving project and $275,000 for the Sherman Street repaving project, and awarded a construction contract to CE Cox General Engineering Inc. in the amount of $712,990 for Phase 1 underground utility work.
City Engineer Sue Savage told the council the projects include pavement rehabilitation and repair or replacement of sewer mains, water-system maintenance and storm-drain repairs. Savage said Phase 1 (underground utilities) is scheduled for summer 2025 after Sierra Elementary School is out, and Phase 2 (pavement rehabilitation) will follow in summer 2026.
The contract award followed a public bid opening held April 17. Savage said staff received three bids and recommended the lowest responsive and responsible bidder, CE Cox General Engineering, which came in under the engineer’s estimate. The council also authorized the city manager to execute the contract and to approve contract change orders up to a total not-to-exceed amount of $146,000.
Supporters at the council meeting cited safety and the need to complete underground work before repaving. Resident Sue Rodman, speaking during public comment, said the Measure H and L sales tax committee recommended funding the projects and emphasized doing utility work first to avoid future damage to new pavement.
The motion to approve the appropriations and contract passed on a roll-call vote: Councilmember Carter — aye; Councilmember Noe — aye; Vice Mayor Gottberg — aye; Mayor John Clerici — aye. The council did not record any no or abstain votes.
Construction is set to begin this summer with underground work; the pavement portion is scheduled for summer 2026. The staff report and bid tabulation were referenced during the council presentation.
