The South Gate City Council on Tuesday adopted a resolution allowing the temporary hire of retired finance director John Downs as a "retired annuitant" to provide short‑term, special help on fiscal matters.
The council heard that CalPERS requires local governments to seek council approval to bring a retiree back to work within 180 days of retirement. Staff said Downs retired from the City of South Pasadena on Dec. 30, 2024, which places him within that 180‑day window and requires this formal action.
City staff described the appointment as hourly, part time and limited to a maximum of 960 hours in a fiscal year under the retired‑annuitant rules; the expected term was estimated at about three months. "He came on board at a time when the city is preparing for its budget ... and in transition and bringing aboard Mr. Frosto, we are still in need of Mr. Downs' services to continue the work he's doing on putting together the fiscal year 25‑26 budget," a staff member said.
Council action: The council voted to approve the resolution granting the 180‑day exception and authorizing the hire; recorded votes were "yes" by Councilmember Eric Rios, Councilmember Liz Hurtado and Mayor Davila. Staff said the position is hourly only and carries no benefits.
