Board approves retirement commendation and four May proclamations

The board adopted a resolution honoring Cindy Switzer for 35 years of service in the county's Aging and Adult Services department. The resolution, dated May 13, 2025, commends Switzer's work on provider payroll, case-management support and training for the supportive independent provider (SIP) team, and notes her official retirement date as Aug. 20, 2025. Supervisor comments recognized Switzer's long tenure and praised her role as a departmental mainstay.
Supervisors also approved proclamations designating May 2025 for several observances: - Water Conservation Month in Kern County, presented to Jenny Holterman, executive director of the Water Association of Kern County. Holterman described the association's outreach and summer water awareness campaign for local purveyors and the public. - Foster Care Awareness Month, presented by Supervisor Peters and discussed by Maria Bermudez of Child Welfare Services; speakers thanked resource parents and highlighted local foster youth programs and success stories. - Community Action Month, presented to Jeremy Tobias of CAPK (Community Action Partnership of Kern), who outlined CAPK's programs including the M Street Navigation Center, Head Start centers and the CAPK food bank. - Asian American, Native Hawaiian and Pacific Islander (AANHPI) Heritage Month, presented to Vivian Kao of the Kern County Asian Chamber of Commerce; supervisors noted long-standing local contributions from AANHPI communities.
Each proclamation was moved and seconded on the consent of the board and approved by voice vote ("all ayes"). The retirement resolution and proclamations are customary recognitions and do not impose county policy changes or funding obligations.
