Measure BP receipts reach $15 million; committee hears expenditures, grants and ARPA-funded youth-program shortfall

Accounting staff told the Stakeholders Oversight Committee on May 13 that Measure BP receipts total about $15 million to date, an increase of roughly $549,000 since the last report, and that the projected fund balance as of April 2025 is $11 million.
Albert Trin, accounting manager filling in for finance staff, said the sales-tax portion of the increase was $519,000 and interest income added about $30,000. He reported recent expenditures, including roughly $326,000 for outfitting 11 police vehicles and a lease payment of about $311,000 for a two-way radio system. Staff also reported purchases including a senior bingo system and that four community empowerment grants have been issued to local organizations including Inter America Red Devils ($4,310) and Baldwin Park Youth Athletic Road Runners ($4,450); a third grantee, Baldwin Park East Bridal Little League, was not present at the meeting.
Committee members asked about remaining invoice liabilities for the radio system and staff said a few invoices remained; staff will provide an update at the next meeting. The police chief said most vehicles are now in the city fleet, including Dodge Durangos and a Mach‑E, and that outfitting is nearly complete despite supply delays.
Separately, a committee member raised that youth-program funding provided through ARPA has been exhausted for the year and asked staff to prepare a report showing which programs were funded, current balances, and options for future funding. Staff confirmed the ARPA-funded youth-program account is depleted and agreed to bring a report showing recipients, amounts and any possible requests for new funding.
No formal committee action was taken on the financial update; the report will be returned with additional detail and outstanding invoicing noted.
