Woodford County Fiscal Court ratifies flood disbursements, advances budget include/exclude list and approves equipment purchases

The Woodford County Fiscal Court voted unanimously on a series of budget, procurement and administrative items, including ratifying disbursements tied to April flood response, approving vehicle and equipment purchases, and advancing an include/exclude list for the fiscal year 2025–26 budget.

The court ratified several prior email approvals and change orders: the revised annual standing order to include fund 30; a supplemental letter agreement and change order with AECOM for the Big Sink sidewalk project to begin final design; and the county road aid agreement for 2025–26, adopting Resolution 25‑02. The court also ratified an extension of the FEMA land‑use agreement for the disaster recovery center at the senior center and approved an amended county clerk quarterly report for March 31, 2025.

On procurement and claims, the court approved a bid from Harp Enterprises for Verity election-printer equipment in the amount of $55,530. The court also ratified several flood‑related disbursements and claims: $7,000 to J and S Services, $1,400 to Ricky Foley for a dump-trailer rental, $13,000 and a later ratified $15,000 to Tipton Installations for debris hauling and removal, and $3,200 to DST Septic and Excavation for debris hauling and dumping. At the recommendation of Road Supervisor Beau Wilson, the court approved a $5,000 disbursement to purchase a crane from Charlene Knight for road department use.

Treasurer reports and related approvals included the county balance of $17,221,965.04 and a motion to renew a certificate of deposit on an eight‑month special; the motion passed unanimously.

The court approved personnel and benefits actions: the personnel order for the county was approved as presented, and the court approved renewal of the section 125 plan and the flexible spending account for FY 2025–26, following an earlier benefits presentation by Assured Partners.

Several capital and maintenance items were considered as part of the include/exclude list for the proposed FY25–26 budget. The court voted to include a $50,000 addition for an affordable-housing initiative (final expenditures to require a subsequent vote). It voted to exclude a $100,000 portico stone repair from the courthouse maintenance block and instead approved $43,000 of additional maintenance spending in that block. Other budget decisions included approving a new vehicle for county maintenance, a man lift purchase and inclusion of half of the cost for a tandem dump truck for road maintenance. The court approved a $440,000 estimate to assist county fire departments with dry-hydrant work (cost-share details to follow).

The court approved an estimated $616,000 emergency‑management storage building as part of off‑site maintenance and repairs, contingent on $250,000 in insurance grant proceeds and potential cost‑share options with the city and sale of the Midway EMS station. The theater lighting and sound project was held pending additional information and bid amounts.

Parks and community items: the court set a May 21 ribbon‑cutting for the grand reopening of Big Spring Park and unanimously approved renaming the county pulling track at the fairgrounds to the "Danny Ray White pulling track." The court also approved facility use for the Woodford County Farm Tour in July and recognized two senior interns from Woodford County High School.

Most motions were voice votes recorded as unanimous; where motions were made and seconded the record shows the motion carried without dissent. No contested roll-call tallies with individual yes/no votes were recorded in the transcript.
