Board approves performing arts curtain replacement and capital projects funded from lease-purchase proceeds

The Excelsior Springs School District Board of Education approved a package of capital projects paid from lease-purchase proceeds and related interest earnings, including approval of a $447,802.30 bid to replace curtains in the high school performing arts center.
A district representative told the board the existing curtains are original to the facility, show significant wear and have lost fire-resistance treatments. The recommended replacement would use a synthetic, fire-resistant material rated to remain compliant for about 25 years; the main visible change would be a color shift from green to dark gray. The presenter said $50,000 had already been budgeted for the project and the requested funding will preserve that allocation within its original fund.
Facilities work approved by the board included a low bid for the high school parking lot of about $455,000, a district office roof contract at about $280,000, and an $89,592 invoice to Newkirk Novak that includes labor to install wall coverings at two sites. The district also authorized purchases of furniture, maintenance equipment (including an aerial lift) and replacement vehicles for the maintenance fleet. The administration said the package will use available lease-purchase funds and interest earned on those funds; net spending was estimated to be about $9,300 over one remaining account balance but that savings elsewhere would mitigate next year’s budget pressure.
Board members probed the low parking-lot bid and confirmed staff reviewed bid materials and contacted the estimator to verify the contractor would meet specifications. The board voted to approve the capital package; the transcript records the motion and a recorded outcome that the measure passed 5 to 0.
District officials also discussed plans to improve the performing arts center’s soundboard location and make other functional upgrades; those plans would be further developed by the district’s performing arts and facilities staff.
