Truckee council accepts two operations reviews, keeps Tahoe Donner assessment uses and approves consent items

The Truckee Town Council on May 20 accepted two outside reports aimed at improving town operations and land-use permitting, kept existing eligible uses for Tahoe Donner special service area funds, and approved the consent calendar with several ordinances and contracting items.

The council voted unanimously to accept a comprehensive townwide operational and service-delivery review prepared by Baker Tilly and a separate development-process review prepared by consultant David Diamond. Both reports identified repeat concerns about workload capacity, permit-processing consistency and public trust in development decisions, and offered prioritized recommendations ranging from near-term process changes to multi-year staffing and technology investments.

Councilors also held a public hearing and adopted Resolution 2025-35 to set parcel charges for Town Special Service Areas (TSSAs) and permanent road divisions for fiscal year 2025-26. Tahoe Donner representatives told the council their official request was to maintain previously established eligible uses for TSSA funds; staff had recommended removing enhanced transit services as an eligible use for Tahoe Donner but council decided to maintain the existing eligible uses, including transit, and approved the assessments unanimously.

Other notable items at the meeting: - The towns independent auditors gave an unmodified opinion on the June 30, 2024 financial statements (the annual comprehensive financial report), and the council accepted the audit results at the meeting. - The council reviewed the results of a statistically representative 2025 community opinion survey of 600 residents (margin of error +/-3.9 points) and accepted the report; the survey showed high satisfaction for trails, snow removal and overall quality of life and identified housing affordability and traffic as top issues for improvement. - Staff presented the towns summer construction program (paving, drainage, trail work and limited night work) and provided Caltrans updates that may cause delays on nearby state routes. - The…
