Board hears first reads for staff-conduct and sex-offender-notification policies after district incident

The governing board reviewed proposed updates to two district policies in first-read presentations: GBEBB (staff conduct with students) and JLIF (sex-offender notification). District staff said the updates align with recent statutory changes.

On GBEBB, staff presented an addition referencing a state law (House Bill 2310) that adds language addressing grooming and child enticement. Board member Van Hook said the board should go further than a statutory citation and asked that the second read include explicit policy language forbidding staff from requesting or encouraging students to share explicit images, a clear definition of electronic communication and visual depictions, a requirement that suspected violations be reported immediately to law enforcement, and annual staff training. District staff responded that they would accept recommended policy language and bring it back for a second read.

On JLIF (*** offender notification), staff said the statutory categories of offenders have been updated to add a category for certain convictions involving crimes against children and that the policy recommendation would require notification to schools when an offender has legal custody of a student. A board member asked whether local law enforcement notifications could be required within 45 days of the offender's presence in the area and whether notifications could be distributed in non-electronic formats; staff said they would consult legal counsel and cabinet to determine what notifications the district can require and bring suggestions back for a second read.
