At the end of discussion the subcommittee indicated it would leave the policy language requiring physical presence in place and carry forward the 3:00 p.m. notification rule. The committee also directed staff to retain the option of following counseladsrecommendation (replicate the December handling and re-ratify afterward) if truly urgent situations arise.
Members emphasized that the districtadspractice should preserve public trust by prioritizing visible, in-person participation while preserving a procedural pathway for rare emergencies.
The subcommittee did not adopt new statutory language; members requested no further immediate changes other than the clarified 3:00 p.m. notification step.
