Northbrook installs new clerk and trustees, honors longtime officials AC Bueller and Dan Papoon

President Catherine Ciesla administered oaths of office during the board’s meeting; Derek Gao was sworn as village clerk and several newly elected trustees were installed. Later in the meeting the board unanimously approved resolutions honoring AC Bueller for 33 years of service to Northbrook and Dan Papoon for 21 years of service.
Those recognitions were followed by speeches and tributes. AC Bueller, who the president described as “a selfless advocate for the community,” said he has “always liked serving the village” and praised village staff, noting their dedication during incidents such as early-morning water-main work. Bueller added, “if you call again, I’ll answer the phone.”
Dan Papoon, who served on the village plan commission for 15 years before joining the board, delivered a personal reflection on volunteering and community life. “I made a commitment to give 100%,” he said, recounting decades of local involvement and urging continued civic engagement.
Ciesla read the resolution recognizing Bueller’s record, noting Bueller’s service as village clerk for two years filling a vacancy, 24 years as a member of the Board of Trustees beginning in April 1995, and seven years on the plan commission from 1988 to 1995. The resolution also cited Bueller’s chairmanships — including the Public Safety Committee — and said his experience as a paid on-call firefighter informed local fire-safety work, including advancing a residential fire sprinkler ordinance.
The resolution honoring Papoon recounted his appointment to the board on Jan. 15, 2020; his 15 years on the plan commission; work helping start the bicycle task force (now the pedestrian and bicycle commission); and involvement in zoning amendments and development reviews during his tenure.
The president presented Bueller with the village’s newly created “key to the village,” described by Ciesla as recognition for “leadership” and “gratitude.” Both resolutions were moved and approved by the board without recorded opposition.
President Ciesla used her report to announce several community events: a blood drive on May 16 at Village Hall, free native tree sapling distribution on Thursday, May 22 from 4:30–6:30 p.m. behind Village Hall, and Northbrook Climate Action Day on Saturday, June 7 from 10 a.m.–2 p.m. at the Village Hall demonstration garden (1225 Cedar). The board recessed for small celebrations and refreshments after the meeting.
The meeting record shows tributes from multiple trustees acknowledging Bueller’s and Papoon’s institutional knowledge, volunteerism and preparation; trustees and the president encouraged continued community involvement by both honorees.
