Hallandale Beach enacts guard-gate ID rule; approves business-tax increase, first-reading on special assessments and board appointments

The Hallandale Beach City Commission on May 7 approved an ordinance requiring people entering gated residential neighborhoods in the city’s Safe Neighborhood District to present a driver’s license at guard gates and passed several other measures, including a 5 percent increase in local business tax receipt fees and first-reading approval of a special-assessments ordinance.

The votes followed public comments from residents who said increased construction and vehicle traffic had made gate enforcement unreliable. Richard Levinson, a resident who said he has lived in Hallandale Beach for more than 30 years, told the commission, “We really don't have proper operation of our guard gates right now” and called the ordinance “a very great deterrent.”

Why it matters: Commissioners framed the guard-gate rule as a public-safety measure supported by neighbors in the affected districts but noted legal and operational questions about how enforcement would work and whether IDs should be scanned or recorded.
