Assembly committee advances five senate bills in brief work session

CARSON CITY — The Assembly Committee on Growth and Infrastructure on Wednesday recommended do-pass for five Senate bills during a brief work session, assigning floor statements for each measure and recording no amendments.

The measures advanced were Senate Bill 181 (special license plates for Nevada State University), SB 290 (authority of regional transportation commission security personnel), SB 315 (progressive design-build for an Interstate 80 East project), SB 320 (extending crosswalk stopping/parking prohibitions), and SB 321 (alignment of state civil penalties for natural gas pipeline safety with federal penalties). Each bill was presented by Keeley Latham, policy analyst with the Legislative Counsel Bureau, who summarized the measures for the committee.

Why it matters: The committee’s actions clear multiple items for floor consideration, moving several departmental and public-safety changes closer to final legislative action. Several of the bills affect state agencies’ contracting or enforcement authorities and one creates a specialty license plate to benefit Nevada State University programs.

Senate Bill 181 — Special NSU license plates: Latham told the committee the bill requires the DMV, in cooperation with Nevada State University, to design and issue plates and directs a portion of fees equally to NSU athletics and a foundation program for NSU students, faculty and staff. Senate Bill 290 — Regional transportation commission security authority: Latham summarized that the bill authorizes designated regional transportation commission security personnel to remove persons from vehicles or property for specified disruptive conduct and to seek removal for fare evasion after demand. Vice Chair Carter moved a do-pass motion; Assembly Member Dickman seconded. The motion carried. No amendments were proposed. The committee assigned the floor statement to Assembly Member Karas.

Senate Bill 315 — NDOT progressive design-build authority: Latham said SB 315 authorizes the Nevada Department of Transportation to use progressive design-build contracts for improvements to I-80 East between Vista Boulevard and Sparks and USA Parkway in Storey County, establishes solicitation and evaluation procedures, and authorizes use of licensed architect or engineer consultants for oversight. Vice Chair Carter moved a do-pass motion; Assembly Member Dickman seconded. The motion carried. No amendments were proposed. The committee assigned the floor statement to Assembly Member Dickman.

Senate Bill 320 — Crosswalk stopping, standing, parking prohibition: Latham explained SB 320 extends the 20-foot minimum prohibition near crosswalks to both marked and unmarked crosswalks, allows local governments to adopt longer distances by ordinance if posted, and phases enforcement (warnings only through Dec. 31, 2026, then full enforcement thereafter). Vice Chair Carter moved a do-pass motion; Assembly Member Brown May seconded. The motion carried. No amendments were proposed. The committee assigned the floor statement to Assembly Member Wynne.

Senate Bill 321 — Natural gas pipeline civil penalties: Latham said SB 321 aligns maximum state civil penalties for violations of natural gas pipeline safety regulations adopted by the Public Utilities Commission of Nevada with corresponding federal penalties (which adjust for inflation) and eliminates provisions allowing penalties to be deducted from amounts the state owes violators. Vice Chair Carter moved a do-pass motion; Assembly Member Karas seconded. The motion carried. No amendments were proposed. The committee assigned the floor statement to Assembly Member Brown May.

All motions were voice votes; the record shows the committee chair asked members to signify by saying "aye" and that motions carried. Committee leadership noted that the work session would not consider SB 291 and that the committee would proceed to a hearing on Senate Bill 440 after the work session.
