WDBA presenters said DORAs first expanded after the COVID‑19 pandemic and that other Wisconsin cities — including Neenah, Sheboygan, Ripon, Stevens Point, Oshkosh and Sturgeon Bay — have used event‑based or permanent districts to boost foot traffic and support downtown businesses.
