The Pharr Planning and Zoning Commission approved the final plat for Arbor Vista Estates Phase 1, Lot 1, a resubdivision of approximately 6 acres intended for an apartment complex.
Joe Garza, Assistant Director for Development Services, presented the plat application submitted by Melden & Hunt Inc. on behalf of Jaime Royal Garcia, director for Garcia Reina Family Limited Partnership. Garza said the property is a resubdivision of about 6 acres out of Lots 32 and 33, LR Bell Development E Subdivision, and is located in the 700 block of North Veterans Boulevard. He said the property is currently zoned Residential Multifamily High Density (RMFHD) and that adjacent zoning includes RMFHD, General Business District C, Agriculture/Open Space (AO) and single‑family residential (R‑1). Development Services recommended final plat approval “subject to the following conditions set before you,” and the commission voted to approve the plat; staff recorded no public comments or requests for variances.
The approval included the standard requirement that the owner comply with city department requirements before recording; Garza indicated no variances were requested. The commission’s action conveys the subdivision plat recommendation to the appropriate recordation step and to subsequent permitting and construction processes under city standards.
