Kootenai County approves transit closeouts, FTA 5310 grant agreement, tribal subrecipient agreement and MB Transportation amendment

Kootenai County commissioners approved several transit-related actions on May 13, 2025, including grant closeouts, a federal grant agreement, a tribal subrecipient agreement and an amendment to a paratransit contract.
Chad Engel of the Transit Department told the board the auditor reviewed the fiscal-year 2025 closeouts for Federal Transit Administration and Idaho Transportation Department grants and found all funds expended; the board approved the closeouts.
The board then approved grant agreement number 02573KC (FTA Section 5310 purchase-of-service) for federal FY26 funding providing $80,000 in federal funds with a required $20,000 match. Engel said the match may come from the Area Agency on Aging if funds become available and additional in-kind match will be supplied through operating expenses from a partner agency. Commissioner Eberline recorded a nay on the motion; Commissioner Duncan and Chair Metari voted aye and the motion carried.
The board approved a FY26 subrecipient agreement with the Coeur d'Alene Tribe to operate fixed-route transit services; the initial term runs 12 months beginning Oct. 1, 2025, and the agreement includes a 30-day termination clause. Commissioners approved the agreement by recorded aye votes and the motion carried.
Finally, the board approved an amendment to the existing MB Transportation purchase-of-service agreement (originally approved Feb. 14, 2023) to incorporate market-rate adjustments for paratransit and demand-response services; legal reviewed the amendment and the board approved it with recorded ayes.
