Kootenai County signs memorandum with Safe Passage for juvenile detention victim advocacy and outreach

Kootenai County commissioners approved a memorandum of understanding with Safe Passage on May 13, 2025 to provide victim advocacy and educational outreach for youth in the juvenile detention center.
Robin Bessie, representing juvenile detention, said Safe Passage provides alternative services for residents, supports compliance with PREA (Prison Rape Elimination Act) standards and offers victim advocacy and outreach at no cost to the county. Legal reviewed the memorandum and juvenile detention staff requested board approval. The board moved to approve the MOU; Commissioners Eberline, Duncan and Chair Metari recorded aye votes and the motion carried.
The memorandum was presented as a no-cost agreement; juvenile detention staff will execute the MOU and coordinate Safe Passage services under the county's existing policies and PREA requirements.
