The Hooper City Planning Commission approved final plat for Rossen Ranch Phase 2 on Tuesday following staff and technical review committee recommendations.
Staff told commissioners the subdivision — previously given preliminary approvals and reviewed through the city’s four review cycles — meets applicable zoning and development standards. The presentation noted the phase includes roughly 28 lots, that TRC reviewers and city inspectors had worked through grading and drainage items, and that final letters from utilities were in place.
“We had to put some rear drainage in, met all that, and make sure that we have aided any issues that we proceed from maybe other ones,” a planning staff member said. Applicant representative Garth Hubbard reminded commissioners Rossen Ranch has been before the city multiple times over several years and said the project has had prior public hearings at both planning commission and city council levels.
Commissioner Sebring moved for final approval; Commissioner Greenough seconded. The motion passed with the commissioners present voting aye.
Context: commissioners said an earlier neighbor concern about drainage had been addressed by the developer and verified by city inspection. The commission discussed the need to follow new subdivision timelines and to ensure the planning commission receives adequate documentation in the TRC review cycles.
