Licensing unit reports faster processing with Connect; interstate licenses launched

Licensing staff said application and renewal processing times have shortened with Connect; the bureau issued its first interstate-only household mover license and expects further reporting automation this summer.
The Bureau of Household Goods and Services reported improved processing times for applications and renewals after recent Connect updates and launched the interstate-only household mover application, licensing staff said May 8.
Licensing manager Jacqueline Castro and analyst Lavinia PV reported the bureau was processing ear applications received one week and two days earlier and HEFTI renewals with similar speed; household mover applications were processing within five to six days as of March 31. Licensing also administered 45 exams in Oct–Dec 2024 with a 73% pass rate and saw an 86% pass rate in Jan–Mar 2025.
The bureau said it issued the first interstate-only household mover license after launching the interstate application in January; interstate-only CalT numbers will include a dash followed by a capital I and a notation in DCA lookup stating “authorized to conduct household moves into and out of California only.” Staff also said they will add an interstate-only row to future permit tables to improve transparency.
Quarterly revenue dipped because of outstanding fourth-quarter reports; bureau staff said they are mailing and emailing notices and will begin phone reminders for licensees who do not respond. Automated quarterly-report notifications and additional maintenance forms (change qualifier, voluntary suspension, cancel license) are targeted for summer 2025 once testing is complete.
Council members asked about timing for ear/hefty Connect migration and whether transfer permits are included in “new permits”; staff confirmed transfers are included in the new-permit count and that they will provide clearer table breakdowns going forward.
