County approves $144,859.72 contract to study Quebec Street/Park Meadows Drive congestion and safety fixes

Douglas County authorized a public contract for services with Basis Partners totaling $144,859.72 to evaluate and design improvements along Quebec Street at Park Meadows Drive (Douglas County Project CI2025-014). The board approved the contract by unanimous voice vote.
County staff described recurring congestion and safety issues at the northbound Quebec Street approach to Park Meadows Drive and the adjacent C-470 on-ramp. Janet Herman, representing county staff, said the right-turn lane from northbound Quebec onto eastbound Park Meadows frequently backs up and can block vehicles attempting to queue for the C-470 on-ramp. Staff identified four issues for the consultant to analyze: (1) short right-turn storage length; (2) weaving conflicts as drivers change lanes to reach the C-470 on-ramp; (3) limited capacity at the C-470 ramp or ramp metering impacts; and (4) pedestrian–vehicle conflicts at the intersection.
The proposed work scope calls for collecting and analyzing existing traffic data, developing multiple concept-level design alternatives with order-of-magnitude cost estimates, and recommending operational and capital improvements. Potential solutions discussed during the meeting include widening Quebec Street to extend right-turn storage (which may require right-of-way acquisition and utility relocations), adding overhead signage and pavement-marking or signal-timing changes, and coordination with the City of Lone Tree and the Colorado Department of Transportation (CDOT) where jurisdictional impacts exist.
Staff presented a project schedule that estimates concept-level designs by late summer 2025, preliminary design in fall 2025, final design in early 2026 and potential implementation in summer 2026. A Highlands Ranch resident urged quicker attention to pavement condition and traffic-signal timing during public comment; staff said traffic engineers would review timing and pavement-management staff would investigate reported pothole issues.
Action taken: the board approved the contract with Basis Partners for up to $144,859.72 for project CI2025-014.
