Council approves zoning code cleanup to clarify planning commission review paths

The Birmingham City Council approved an amendment to Title 1, Chapter 9 (Administration and Procedures), Article 2 of the city zoning ordinance to clarify which bodies may hear rezoning cases.
Kim Spruill, the city zoning administrator, told the council the change was a “cleanup item” meant to remove ambiguity in the text that previously named only the Zoning Advisory Committee (ZAC) as the reviewer for some cases. “What we've done is we have just added that items can go before the zoning advisory committee or the full planning commission just so there's no confusion,” Spruill said.
Councilor Abbott conducted the public hearing and moved approval. No members of the public spoke on the item during the hearing. The council approved the amendment on voice vote; the clerk announced “Item 1 is approved.”
The amendment’s stated purpose is administrative clarity – it does not itself rezone specific parcels. The council did not attach an implementation timeline or cite an immediate rezoning case that would be redirected as a result of the change.
