Planning Commission recommends sign-code rewrite that limits downtown ‘unlimited’ signs, allows school digital signs with conditions

The Planning Commission on May 8 recommended that City Council adopt a text amendment to Title 18 that narrows an existing, broadly applied allowance for unlimited signage in the city’s gaming overlay and adds a conditional allowance for digital signs on school campuses with specific restrictions.

The change matters because it rescinds an expansive allowance that, staff said, unintentionally applied to most parcels in the gaming overlay and seeks instead to preserve unlimited signage only for non-restricted gaming facilities (casinos). The draft ordinance also creates a limited pathway for Washoe County School District and private schools to use digital message boards if they meet specified operating-hour, brightness and content-change limits intended to reduce impacts on nearby residences and drivers.

Senior planner Lauren Knox told the commission the draft before them is the product of a multi-year, multi-stakeholder effort that included public workshops and repeated changes to reflect feedback.
