Board approves county capital improvement plan and sets funding priorities

The Van Buren County Board of Commissioners on May 13 approved a multi-year capital improvement plan (CIP) schedule and set funding priorities for facility and equipment projects through 2030.

Rebecca Grabelmeyer, the county’s finance director, summarized the CIP committee’s process and the funding sources available for projects. The county transferred $500,000 into the CIP, placed $100,000 into a budget stabilization fund and set aside $400,000 for a strategic facilities fund, Rebecca said. Those transfers follow an audit and a decision to allocate available fund balance above the county’s 30% target.

Rebecca told the board that department heads presented requests and the committee prioritized them for safety, functionality or aesthetic need; the list presented to the board was a committee-approved “wish list” and staff noted some items were scheduled across fiscal years to level expenditures. She emphasized that any individual CIP project with a cost above $25,000 will return to the board as a separate board brief for final authorization.

Commissioners asked questions about specific items: replacement of aging courthouse room AC coils (40 individual units, life expectancy 15–20 years), a museum sewer replacement (discussion of amounts on the budget sheet), replacement vehicles and a proposed sound-engineer and improvement for Courtroom 1. Rebecca said the CIP committee considered all requests and no projects were dismissed this year.

The board approved the CIP schedule by roll call; commissioners recorded yes votes. Rebecca said the approved schedule allows staff to set budgets for the projects but that individual projects over the authorization tier would still return for board review and procurement.

Ending: Staff will return with board briefs for projects over the approval thresholds and will implement lower-tier projects through department budgets and the county’s procurement process.
