Janesville council approves Kwik Trip rezoning, proclaims EMS and Public Works weeks and refers remote-participation policy to staff

The Janesville Common Council on May 12 unanimously approved a rezoning request to allow redevelopment of a convenience store and gas station by Kwik Trip, adopted two resolutions recognizing Emergency Medical Services Week and National Public Works Week, and voted to refer Council Policy 88 (remote participation) back to staff for redrafting and legal review.
The rezoning (File Ordinance 2025-916) changes three parcels at 728 Railroad Street, 729 Harding Street and 735 Harding Street from M-3 (Central Light Industrial) to B-2 (Community Shopping) to accommodate a proposed Kwik Trip redevelopment. Trey Meyer, associate planner, said the applicant proposes a new 7,300-square-foot convenience store building, 16 fueling positions and about 32 off-street parking stalls (compared with 12 on the existing site). The plan commission previously approved a conditional use permit and recommended the rezoning to council. Council member Cass moved to adopt the ordinance; Council member Williams seconded. The motion passed unanimously.
The council also adopted Resolution No. 2025-2340 recognizing the week of May 18–24, 2025, as Emergency Medical Services Week in Janesville. The clerk read the resolution noting the Janesville Fire Department reported 7,624 EMS responses and 8,162 patients cared for in 2024. Council member Williams moved adoption; Council member Squire seconded. The resolution passed by voice vote without opposition, and a Janesville Fire Department representative accepted the recognition.
Resolution No. 2025-2344 proclaiming the week of May 18 as National Public Works Week likewise passed unanimously after a motion from Council member Squire and a second from Council member Cass. Public Works Director Mike Payne came forward to accept the recognition.
Separately, Council Policy 88 (governing remote participation) had been pulled from the consent agenda for discussion. Council member Williams said he wanted clearer language limiting remote attendance that is not authorized solely for convenience and asked staff to consider notice requirements and sanctions language; the council voted to refer the policy back to staff with guidance for revisions. Motion to refer was made by Council member Williams and seconded by Council member Miller and carried unanimously.

Next steps Staff will draft a redlined version of Council Policy 88 incorporating the points discussed (notice requirements, limits on remote participation, and clarifying sanctions language) and return it to council for consideration. Kwik Trip representatives said, if approvals are in place, construction would likely start between fall 2025 and spring 2026 and take about four months to complete.
