The Oskaloosa City Council voted May 5 to accept a downtown master plan and updated design standards for the City Square Commercial Historic District, a plan prepared with assistance from students at the University of Iowa.
City staff introduced the student team and the planning students presented a multi-month project that emphasized placemaking, pedestrian and bicycle connectivity, historic-preservation guidance and wayfinding. The student analysis counted nearly 2,500 on- and off-street parking spaces downtown, mapped one- to six-minute walking radii to core destinations and proposed a phased implementation program of short-, medium- and long-term actions.
