A staff member said the change was intended to accommodate both requests — one placed on Barclay at West Seventh for William B. Starks and another at Seventh and Fulton for the church — and that staff and the mayor planned to speak directly with Reverend Kirkland before the regular meeting. The staff member also said the mayor and council would contact the Pennsylvania Department of Community and Economic Development (DCED) to determine whether a cited requirement could be waived or exempted.
