Village staff updated council on implementation of quitclaim deeds for an 80‑foot strip in Little Ranches (lots 1–12) after a prior workshop directed staff to prepare quitclaim deeds for adjacent property owners.
Staff said all owners except two have accepted quitclaim deeds and provided hold‑harmless agreements; Lot 2 is in process (owner out of state and executing documents). Lot 7 has not responded despite repeated outreach (letters, emails and phone calls). Staff said they will attempt certified mail and door‑hanger outreach and noted the village cannot force an owner to accept a quitclaim deed; staff also said they would determine whether structures exist on the disputed Lot 7 parcel—if structures are present, code enforcement/citation options exist to resolve encroachments.
On a separate operations item, staff reported on a long‑running issue with a malfunctioning Banks high‑mast school light. Staff said the light is scheduled for a full rebuild after the end of the school year by the county contractor (Jarellco) and that the village has approved replacement funding; staff said they have implemented interim measures (staff checks before 7:00 a.m. and outreach to the county) and have communicated schedules to concerned residents. A specific contractor schedule was not yet available.
Council did not take final action on quitclaim deeds for Lot 7 during the workshop; staff will continue outreach and return with a status update.
