Under the policy attached to the resolution, staff recommended a replenishment mechanism: when the village’s unassigned fund balance exceeds a 30% target, 5% of the excess would automatically replenish the reserve, mirroring the methodology used for the existing infrastructure reserve. Staff said appropriations from the reserve would be subject to future council approval and the public‑hearing/budget process.
Council discussion at the workshop focused on the size and staging of appropriations. The staff presentation noted the village has received the first PFAS settlement payment of approximately $1.5 million and that the remaining settlement payments will be spread across multiple years; timing of receipts will affect cash flow for the reserve and projects.
