Committee tables decision on short-term rental fee credits after debate over fairness and precedent

The committee discussed whether owners who previously paid $500 for a conditional-use permit for a short-term rental (STR) should receive a credit or refund after the county set a new annual fee of $25 (effective Jan. 1). Members debated administrative burden, precedent and fairness to owners who followed older rules.

Some committee members favored limited credits or multi-year credits for recent applicants; others opposed refunds or credits that create precedent for similar refunds in other programs. One member said tracking long-term credits could be administratively difficult and create future budgeting complications. The committee did not vote; members agreed to seek corporation counsel (Attorney Wendell) guidance and tabled the item for another month.

Kathy said staff could track a small number of recent applicants but noted most prior activity was limited: “We have since we and I have this year, we've only had 1. We only have 1,” she said regarding recent conditional-use applications. Committee members suggested possible compromise approaches including a fixed dollar credit (for example, $100 or $300) or limiting credits to applicants within the last two years.
