Lennox council approves first reading of noise-restrictions ordinance

The Lennox City Council on a voice vote approved the first reading of Ordinance 658, a revised noise-restrictions ordinance that removes zoning-based penalties and instead targets specific behaviors and measurable noise limits.

The ordinance would give local law enforcement the ability to enforce noise complaints with objective standards, and it creates exemptions for city-sponsored and permitted special events. Aaron Connell, a city staff presenter, told the council the draft removes zoning restrictions and "this version removes that language. It's it's just the actual behavior that's being penalized."

Council members and staff discussed how officers would enforce the new rules. The ordinance text includes time windows for permitted activity and a pathway for special permits with case-by-case consideration of extended hours or decibel allowances. Council members asked whether officers would have decibel meters and whether the ordinance should list specific decibel levels or rely on case-by-case measurements. The council heard that obtaining measurement instruments will require purchase and training.

Supporters said the change would allow officers to act on complaints that previously could not be ticketed. Concerns raised at the meeting included the number of different numeric limits in the draft and the administrative burden on officers to reference multiple thresholds and time ranges when responding to complaints.

After discussion the council moved and seconded approval of the first reading; the motion carried. The ordinance will return to the council for a second reading and final vote at a later meeting.
