Manager’s report: public safety complex design, I‑95 Quonset ramp, Revolution Wind work and Wickford Waterfront progress

Town Manager Ralph Malas gave a broad operational update on May 12, reporting progress on multiple infrastructure and development projects affecting North Kingstown.
Public safety complex: Staff and the architectural team have completed a phase‑1 environmental study of the proposed public-safety complex site and are moving to preliminary borings and design details. Malas said the town is evaluating options for fire administration placement (Station 1 versus combined police-fire administration at the Quonset complex) and will conduct a PLA study by attorney Bob Brooks; he estimated 4–6 weeks of internal staff work before a public presentation on the 90% design and footprint.
I‑95 Quonset ramp: Malas reported he participated in the groundbreaking for the I‑95 Missing Move Quonset ramp; officials said the $144 million project is largely federally funded with state and QDC contributions. RIDOT projects major construction completion by winter 2027 and final closeout by winter 2029.
Revolution Wind and onshore substation: Revolution Wind continues onshore cable-pulling and equipment deliveries at Quanta Business Park. The town has been notified of large deliveries with resident notification and public-safety coordination; cable work is moving toward landscape restoration planning.
Wickford Waterfront: Work has resumed under contractor Rycon. Malas said the contractor expects to remove sheathing pilings by Memorial Day weekend, install asphalt for Phase 1 entrance ahead of a June 19 harbor event, and meet the original substantial-completion date on or about Oct. 18. The contractor prioritized Phase 1 to provide parking and access for the summer season.
Bike lanes: Planning staff and the manager reported progress on bike-lane proposals. A Ten Rod Road proposal was submitted to the State Transportation Improvement Plan (STIP); RIDOT announced plans to stripe bike lanes on Route 1A shoulders between Beach Street and Old Boston Neck Road this year.
Malas also reported that beach parking passes are on sale, the library website was updated, and the North Kingstown parade committee will hold Memorial Day events on May 26.
