Council approves third PILOT amendment with Quonset and backs CRMC recommendation to realign Maritime Way

The North Kingstown Town Council on May 12 authorized the town manager to execute a third amendment to the town’s payment-in-lieu-of-taxes (PILOT) agreement with Quonset Development Corporation (QDC) and adopted the Conservation Commission’s recommendation of no substantial objection on a CRMC (Coastal Resources Management Council) application to realign Maritime Way.

The PILOT amendment was presented following executive-session discussion; the town manager and councilmembers who participated in negotiations thanked those involved. A councilmember moved to authorize the town manager to execute the third amendment; the motion passed by voice vote after an amendment to reflect that the action was associated with the EB project at QDC was proposed and adopted.

On a separate agenda item, the council adopted the Conservation Commission’s recommendation of no substantial objection for CRMC application 2020-345-O5 (Quanta Development Corporation) to realign Maritime Way and connect certain lots; the council approved the recommendation by voice vote.

Why it matters: The PILOT amendment affects the town’s tax arrangement with Quonset Development Corporation, which can influence long-term revenues and project terms. The CRMC action enables a public-works realignment tied to Quanta Business Park development and is a step in permitting for Quonset-area infrastructure.
