Staff flags upcoming City Council items: plaque program, zoning amendments, Mills Act monitoring
Summary
Staff notified the Historic Preservation Commission about City Council items on May 20 and June 10: a draft plaque program (recommended unfunded in year one), a request to authorize zoning code amendments for additional historic incentives, and Mills Act monitoring and work-plan items scheduled for June.
Staff liaison Mike Strong briefed the Historic Preservation Commission on several items scheduled before the City Council and on upcoming commission responsibilities.
On the May 20 City Council agenda: staff will present a proclamation and the third-grade art contest awards (commission representatives will attend), and the draft plaque program is scheduled on consent with staff recommending the program not be funded this fiscal year and instead included in the next budget cycle. Strong said the plaque program item is on the consent calendar but commissioners who wish to speak should attend if it is pulled.
Staff also said the city will request Council authorization to pursue zoning code amendments to offer additional historic benefits and incentives. If authorized, staff expects to present an overview and proposed code changes at the commission's September meeting and to return to Planning Commission and City Council for adoption consideration in early 2026.
On June 10 the Council calendar includes the Mills Act program assessment report and the Historic Preservation Commission work plan; Strong said the commission had previously helped draft Mills Act implementation and the Council asked staff to monitor the program’s effectiveness. Staff invited commissioners to notify him if they wish to attend the Council meetings to speak on those items.
Strong closed by recognizing former commissioner Raul Diaz for his service to the commission.
