The Board of Mayor and Aldermen on Monday approved a rezoning ordinance on second reading to change 11350 East Shelby Drive from FAR (Forest Agricultural Residential) to RL1 (Large Lot Estate), clearing the way for a three-lot single-family subdivision.
The rezoning passed unanimously among participating members after a public hearing and staff presentation. Mayor Frasier and aldermen in attendance voted yes; Alderman Jordan recused himself from the item.
Town project planner Maria de Mesa told the board the parcel is about 6.2 acres and currently has a single-family home that would remain on proposed Lot 1. The applicant, owner Bilal Swati represented by Ashworth Engineering, intends to divide the parcel into three lots, yielding a net gain of two dwellings. The smallest proposed lot is about 1.4 acres and the largest about 2.5 acres, de Mesa said, and the proposed lots meet RL1 bulk requirements.
De Mesa said the Planning Commission recommended approval on April 3 and cited the town’s recently amended 2040 land use plan and Resolution 2025-01 as supporting context. She noted drainage concerns raised by a neighbor will be reviewed at the preliminary plat stage, including required detention calculations, and that East Shelby Drive already has curb, gutter and sidewalks.
There was no public comment at the hearing. The board voted to approve the rezoning and the item will return if the applicant files a preliminary plat for subdivision review.
Action details: the board approved the second-reading ordinance to rezone 11350 East Shelby Drive from FAR to RL1; Alderman Jordan was recused. The motion passed on the roll call vote of participating members.
