The application (file PLNT32025-0001) covers about 19 acres north of Village Parkway and south of State Route 240. Ryan Nelson, planner for the City of Richland, presented the staff report and told the hearing examiner that utilities are available along Village Parkway and that the applicant proposes new utilities to be placed underground and under streets. Nelson noted the site is zoned R‑3 (multiple‑family residential) and that the proposed lots meet applicable R2S small‑lot standards.
The applicant team, represented by Joey Shearer of AKS Engineering and Forestry, said the proposal is consistent with existing approvals for Quail Ridge and Quail Ridge 2 and that the team agrees with the staff recommendation. Shearer said the project “provides a public benefit by providing needed housing consistent with the zoning, the comprehensive plan, [and] the other decision criteria.”
McLean and staff discussed one outstanding item carried forward from Quail Ridge 2: a condition (referred to in the record as “condition J” from the Quail Ridge 2 decision) tied to emergency‑planning or notification in the event of a radiological incident at Hanford. Nelson reported the city had not received a comment from the Bend County Emergency Service team for this application and had not included that prior emergency language in the current draft staff report. The applicant agreed that a note or similar condition should appear on the final plat and did not object to adding language consistent with Quail Ridge 2.
McLean left the record open until the close of business Wednesday for staff and the applicant to submit supplemental information about how condition J was interpreted or applied in prior Quail Ridge filings and what, if any, measures would be required going forward. He also directed staff to ensure the applicant’s slides are entered into the hearing record as Exhibit 5; Nelson confirmed he would assign that exhibit number and requested a PDF copy.
No members of the public spoke during the hearing. The hearing examiner closed the public‑comment portion after offering a final call for speakers and concluded the evening’s business after receiving confirmation about the record and next steps.
The hearing was primarily a presentation and factual record‑building session; no final decision on the preliminary plat was made at the hearing.
