City manager reviews strategic plan goals; commission suggests outreach and shuttle data

City Manager Bertram reviewed the St. Augustine strategic plan and the parallel vision-plan update during the special meeting, saying the strategic plan is the city’s operating blueprint and will be checked against the budget during the annual process.
"Every year at this time we review our strategic plan, and the strategic plan is the blueprint for our city's future," City Manager Bertram told the commission. He said the vision plan (being updated) produced new themes of “livability, authentic character, resiliency, and vitality,” and that the strategic plan contains 11 objectives including infrastructure and capital improvements planning, mobility, zoning and building codes, resiliency and sustainability, arts and community partnerships, affordable and workforce housing, downtown character protection, event management, workforce diversity, and historic preservation and archaeology.
Commissioners offered comments and suggestions. Commissioner Smithfield highlighted the recent hire of a full-time homeless coordinator and asked the commission to note that as a successful objective. Several commissioners raised the city circulator shuttle as a topic for additional study: Commissioner Smithfield and Commissioner Jim Springfield said their observations are that the shuttle is underused and suggested staff provide ridership and route data so the city can consider adjusting stops, frequency or grant usage.
Commissioner Cynthia Garris suggested broader resident outreach for the vision-plan process, recommending mailed questionnaires with return postage to increase participation from residents who cannot attend workshops downtown.
City Manager Bertram said the vision-plan themes and the strategic plan objectives can be reconciled during the budget process and that staff can pursue additional public engagement and the data requests commissioners made.
No formal action was taken; staff were asked to fold the strategic-plan review into the budget schedule and to return any recommended changes for commission consideration during the summer budget work sessions.
