Oro Valley utility staff say water revenues tracking to budget; commission cancels June and July meetings

Staff reported potable water sales “tracking to budget” (reported figure 13.6, cited in staff slides), reclaimed water revenue at 1.2 (staff said reclaimed sales are projected to exceed budget by about $150,000 due to an unbudgeted year of operations at Bridal Park), groundwater preservation fees at 2.1 and a service fee line of about $714,000. Staff listed a total operating figure of roughly $17.7 million through April and said expenses were expected to finish the year below budget by about $1 million, driven partly by personnel vacancy savings. Capital spending was reported at about $214,000 through April with an expected shortfall against budget of roughly $600,000 because some projects will be carried into the next fiscal year. Staff said 95 new meters had been installed through April and they expect to reach about 100 by year‑end.
Commissioners asked questions about reclaimed water capacity and pricing. Staff said Oro Valley used its full reclaimed entitlement in 2024 and that an intergovernmental agreement with Tucson Water allows the town to purchase additional reclaimed water in years when demand exceeds entitlement; purchased reclaimed water carries a higher commodity price and delivery charge and those incremental costs would be borne by ratepayers if used.
On procedural items the commission approved the minutes of the March 10 meeting earlier in the session (motion to accept the minutes was made on the record). Later in the meeting the commission voted 6–0 to cancel its June and July meetings; a motion and second were recorded and the chair called the question. The chair confirmed the commission’s next scheduled meeting would be August 11.
Staff reminded commissioners of an upcoming town council public hearing on proposed water rate adjustments scheduled for June 4; staff requested commissioners’ acknowledgement and offered to call on them for support if the hearing becomes contentious.
No new rate decision was made by the commission at the meeting; the rate hearing and tentative budget remain council matters for June.
