Dickinson EDC approves MOU with Collaborate for Bayou Village Phase 2

The Dickinson Economic Development Corporation voted to enter a memorandum of understanding with Collaborate to advance Bayou Village Phase 2, a proposed development on a 54-acre parcel abutting Westcomb Bayou and frontage on FM 517. The motion passed by voice vote during the EDC meeting held in Council Chambers on May 19, 2025.
Board members and staff described the MOU as a step to allow Collaborate to further study and plan development options for the parcel. The EDC emphasized the property would be sold to the developer rather than conveyed as an incentive. “We would expect them to buy the property from us. This is not part of an incentive, and they have agreed,” a board representative said during discussion.
EDC members recounted the background of the relationship with Collaborate, saying the EDC first met the group at trade events and initially executed an MOU covering a 14-acre frontage parcel. The board said it spent roughly two years aggregating the larger 54-acre parcel now in consideration. Staff said the expectation that a developer reimburse the EDC for land costs was communicated to Collaborate from the outset.
Board discussion noted Collaborate’s interest increased after the EDC aggregated the additional acreage. The presenters said the developer and EDC have discussed drawing retail and entertainment uses to the East Side to attract traffic from State Highway 45 and FM 517 and to encourage follow-on commercial development.
A motion to approve the MOU was made and seconded; the board approved the item by voice vote. The board then entered an executive session later in the meeting under the Texas Government Code to discuss real-property and economic-development negotiations (Tex. Gov’t Code §§ 551.072, 551.087). When open session resumed, the board reported there were no action items resulting from executive session.
The MOU does not finalize any purchase or development agreement; it authorizes continued negotiations and planning between the EDC and Collaborate for Phase 2 of Bayou Village.
